I personally do not think so at all; in fact, I do find that such an frame was sorely missing, and that also accommodating action-oriented scenes does not underline a change in scope.

The chapter also includes optional rules like rolling for initiative, Knock-Out Blows, Concealed Damage, Optional Hit Locations and many more. Finally, it has been translated in another ten languages in addition to English, something pretty much unheard of for any RPG.Beyond the rules you get a wealth of supporting material like tomes of knowledge, spells, artifacts, monsters and gods. From my limited experience it’s less of a concern because every Keeper has really just sort of glossed over it.
