There are too many characters that remain at the end of the book precisely at the point where they were when it began.

This book brings to a conclusion a story that began with the building of a cathedral in a tumultuous period of the Middle Ages and ends in the grounds of that same cathedral in the calm period that followed the infamous "Gun-powder plot" of the very early 17th.

The story of this novel is well developed and presented in a methodical way, such that the reader can see not only the issue at the core of the story, but its fermentation over the decades. So read it for the history, and though I always had a few favored characters, they were not really fully fleshed, it was hard to actually get z handle on their personalities.
